Homeowners in Waterloo now have an incredible opportunity to make their properties more functional and valuable while supporting the city’s affordable housing goals.
The City of Waterloo has officially launched grants for Additional Residential Units (ARUs) also known as Secondary units, ADUs, basement apartments, garden suites, and tiny homes helping residents offset up to 50% of their project costs.
This new initiative is part of the City’s effort to unlock creative housing solutions and promote affordable, multigenerational living.
What Are Additional Residential Units (ARUs)?
An Additional Residential Unit (ARU) is a self-contained living space built on a property with an existing home.
These can take different forms:
🏠 Interior Units – basement apartments, in-law suites, or additions within the main house.
🏡 Detached Units – garden suites, tiny homes, or garage conversions built as separate structures, usually in the backyard.
The City of Waterloo’s zoning by-laws now allow up to four residential units per property, depending on the lot size and servicing.
ARU Grant Program Details
The City of Waterloo’s ARU Grant Program offers two funding streams for eligible property owners:
1. Detached ARU Grant – Up to $30,000
2. Interior ARU Grant – Up to $20,000
